Fewer than a third of the suburb's households owned their home at the last census, so most plumbing jobs here begin with a lease rather than a deed. That is the work a real estate plumber Spring Hill landlords and managers brief us for. Renters here are mostly young professionals living in flats and converted houses, and area-level counts put five-year population growth near 30 per cent. Turnover like that keeps repairs, efficiency questions and access arrangements on the weekly run.

Emergency and Routine Repairs in a Rental

Queensland's tenancy law splits every repair on a rental into two boxes: emergency and routine. On the urgent list sit:

  • a burst pipe on the water service, or a serious leak from it
  • a toilet out of action through a blockage or breakage
  • a gas leak
  • the water or gas supply failing
  • flood damage
  • an essential appliance for cooking, warmth or hot water breaking down

Anything outside that list is routine. The tenant reports it to the manager or owner, and the law then allows a reasonable time for the work. Owners keep a rental in good repair for the whole tenancy, and tenants flag damage as soon as they notice it.

Each agreement names the nominated repairer and their number, and says who takes the first call in an emergency: the manager, the owner, or that repairer. A phone call counts as the report, with a quick text afterwards as good practice. Repairs needed to reach the minimum housing standards count as urgent as well.

If nobody answers in a reasonable timeframe, either side can bring in a qualified tradesperson, capped at 4 weeks' rent for the job. Repayment for that outlay gets settled afterwards under the tenancy rules.

Passing a Water Bill On to a Tenant

Passing the whole water account to a tenant takes four conditions, all at once:

  • the home has its own meter, or its water arrives by vehicle
  • it passes the efficiency standard
  • the agreement puts water charges on the tenant
  • the tenant gets the bill inside 4 weeks of it reaching the owner or manager

Miss the last one and that account stays with the owner. A tenant served in time then has 4 weeks to pay.

The bulk water charge set by the State, plus water usage charges, can move across to the tenant. Sewerage usage and fixed access charges sit with the owner.

Where the home fails the efficiency standard, the owner covers what the law calls a reasonable amount, and only the excess can be asked of the tenant. Queensland's tenancy law never defines that amount, so owner and tenant write the figure in as a special condition at sign-up.

Flow and Flush Limits Behind Tenant Water Bills

A rental meets the efficiency standard when its indoor cold taps, single-lever mixers and showerheads each flow at 9 litres per minute at most. Dual-flush toilets are the other half of the test.

The full flush tops out at 6.5 litres, the half flush at 3.5, and the average flush at 4 litres, averaged from a single full flush and four half ones.

The tap rule reaches cold taps over a basin, a sink or a tub, single mixers included. Bath taps, outside taps and those serving washing machines and dishwashers are exempt.

The State's tenancy advice also suggests at least 3 stars on the rating label for fixtures made from 2005 onward. That is advice rather than law.

What a Rental Water Efficiency Check Covers

The check is a room-by-room comparison: we hold each cold tap inside, every mixer and showerhead, and each toilet against those limits, noting anything that falls short. Each fixture wears a label stating its stars and its consumption, and we read those on the spot.

Tap and toilet swaps are regulated work, which only a licensed plumber may carry out; a shower head change is unregulated, so anyone can do it as long as the replacement also complies. Flats near Centenary Pool often carry a whole bathroom of same-era fittings, so one failing mixer usually means more to follow. Our tap replacement service covers the swaps.

Nothing written comes out of the check itself: no certificate, no report, no sign-off.

How We Work on a Rental

  1. 1

    Describe the problem

Phone (07) 3523 6417 or fill in the form with what you're seeing in Spring Hill. The more we know, the better we can prepare.

  2. 2

    We sort entry and diagnose

Access belongs to the tenant day to day, so when and how we come in gets arranged by the owner or manager before we leave. Inside, we trace the fault to a fixture, a supply line or a hidden leak that needs leak detection.

  3. 3

    Agree on the price

A fixed quote comes before any work starts: flat-rate pricing, no hidden fees, and your go-ahead first.

  4. 4

    Pay on completion

Card or EFTPOS on site when everything's working, or ask us about Fix now, pay later. Notifiable work, such as moving pipes or adding a fixture, goes on a Form 4 lodged with the QBCC inside 10 business days, and the agent or owner receives the duplicate. Gas work on a rental is certified separately, as our gas compliance certificates page explains.

Rental Plumbing Questions From Spring Hill

Call (07) 3523 6417

Can a tenant arrange their own plumber for an emergency?

Yes, but only once the contact named in the agreement can't be raised. Either side may then call out a qualified tradesperson, up to a cap of 4 weeks' rent. The tenancy rules sort out repayment afterwards.

What is the water flow limit for a rental in Spring Hill?

Cold taps indoors, single mixers and showerheads each flow at no more than 9 litres per minute. Taps over the bath, out in the garden and those feeding appliances are exempt. The limit only matters when an owner wants to bill a tenant for every litre.

Is a tenant billed for all the water used?

No, not unless the place is separately metered, clears the efficiency standard, and the lease assigns water charges to the tenant. The bill also has to reach the tenant inside 4 weeks of the owner getting it. Sewerage usage and fixed access charges remain the owner's.

When must a Spring Hill owner give a tenant the water bill?

Inside 4 weeks of the bill arriving. A tenant served late doesn't have to pay that account, and one served on time gets 4 weeks to pay it.

What does a water efficiency check involve?

A plumber holds each indoor cold tap, mixer, showerhead and toilet against those limits, reads the rating label on every fixture, and notes any that fall short. A licensed plumber swaps taps and toilets that fail. No certificate, report or price is promised.
